The last time I asked that question a couple of years ago, after the Raymond II event, I was told that the CinC-Trans-Mississippi Brigade wasn't an elected position, but some sort of Generalissimo-for-Life.

It's something that the Big Dogs will have to deal with, as most of the fellows in his brigade seem to be pretty happy with him.
