If a Local Scholarship Program established as a "Closed" entity is in the city or town where a college or university is established, does that "Closed" Local permit the female students enrolled at the college or university to compete in their "Closed" Scholarship program???

Examples:

Miss Ohio Valley in Evansville. Does this Scholarship program permit the female students enrolled at the University of Evansville, University of Southern Indiana and Oakland City University to compete in their "Closed" Scholarship program???

Miss Huntington in Huntington. Does this Scholarship program permit the female students enrolled at Huntington College to compete in their "Closed" Local Scholarship program???

We know that the Miss Northwest Territory Scholarship Program permits the female students enrolled at Vincennes University to compete in their "Closed" Local Scholarship program.

The reason I am requesting this information is that the Miss Indiana web site, under Local Pageants, specifically the Miss Ohio Valley and Miss Huntington Scholarship Programs does not advise that female students enrolled at U of E, USI and OCU may compete for title of Miss Ohio Valley, as well as under Local Pageants the Miss Huntington program does not advise whether or not female students enrolled at Huntington College in Huntington are premitted to compete for the title of Miss Huntington. I am confused. Please reply.
