Because the light reflected in the forehead from the medulla is the positive pole and the medulla is negative. Yogananda wrote that each chakra (except the sahasrar) has a positive and a negative pole which incidentally each pole corresponds to one of the 12 zodiac signs.

The frontal lobe part of the brain where the positive pole of the ajna chakra is located is also the centre of will in the body. It kind of makes sense because the subconscious and autonomic part of the mind, which regulates things like breathing, its structures are all located at the back and base of the brain and the higher intuitive mind is more at the front and higher. Its like the medulla is the point of entry of the life force into the body and the positive pole of the same chakra has the ability to consciously direct it. The design works rather well dont you think?

Presumably one concentrates at the forehead in order to see the tunnel of life inner-dimensionally and make the ascent through the sushumna. Its like the forehead pole of the ajna is the screen on which you fixate the attention and watch the withdrawal and ascent process of the life and consciousness thats going on in the spine and brain.
