You're right. The setup with referees makes it impossible to recruit them from higher standard comps or other areas. Basically what we have is what we have. You can quickly raise the playing standard through recruitment, which also has a bit of a flow on effect as the other players learn from their more highly skilled new team mates. The refs have to raise level on their own. Sometimes refs drop back from the higher level, but it is rare. It will be interesting to see how they go about matching the demands of a higher standard comp. The league in Illawarra has consistantly raised its standard in Illawarra over the last few years, and it looks set to improve again this year.
