Subject: A Question About The Ritual Victim

As I was reviewing my notes and sections I underlined in my Girard texts I came across a passage, I believe it was in "Violence and the Sacred", where Girard points out that the surrogate victim comes from inside the community, which I understand, and that the ritual victim comes from outside the community. I remember addressing the fact that the ritual victims bear a certain resemblance that marks them apart from everyone else, and I also remember Girard saying that the ritual victim comes from outside the community, making it easier for the community to unite and less likely that reciprocal violence will occur. I guess what I don't remember is how Girard explains how the community finds that ritual victim if, indeed, it comes from outside the community. Can someone refresh my memory or point me in the right direction to finding a clarifying passage?
