Subject: Lack of Difference, another question

I, too, have a question about Girard pointing out that societies persecute those who lack the ability to differentiate, who act with such disregard to the system that they threaten to collapse it. However, he also clearly points out that persecuters choose as their victims those who are the weakest and least able to defend themselves. I'm wondering which of those two categories gets precedence in a particular society where they don't happen to coincide. It's possible that I'm missing some kind of differentiation (no pun intended) that Girard made.
