It seems to me that these two categories would be identical, mostly. The Victim is consistently the one who does not preserve the specifics of a society; i.e. one who does not keep to the prohibitions set up by the society. Thus, someone who has a disability will be unable, sometimes, to conform to the specific physical aspects of a culture. Or that could be someone who flagrantly abridges the prohibitions of the society. Either way, the proposed victim breaks down the walls that divide this culture from the chaos of sameness.
