in econ concept
cost=opportunity cost=highest valued option forgone
我諗你既問題係問點解付出去得到a既cost唔計落opp cost, for e.g, 買a要$100, 點解呢$100唔計落opp cost度.
因為在你的假設裡, if u don't buy a, u will choose to buy b, 咁即係話, 你果$100, 就算唔買a, 你都唔會儲起佢, 而係去買b, 咁樣你果$100係唔係都要洗左佢, 咁你果$100咪唔會係你既opp cost

以上只是我的愚見, 不一定對....

唔好意思...其實我唔多明你想問咩 =.='
你已假定 choose A 既 cost 係 B，
你問人點解係咁，
人家只可以答到你 definition，
Cost is the highest valued option forgone.

除非你想 challenge 過 definition，
點解 Cost is the highest valued option forgone ???
而唔係 A 既 value...
