I would imagine it is only used in America because most blacks in America have no way of knowing their particular ancestry (Nigerian, Angolan, etc.) because they descended from slaves. Most blacks in other countries can trace their origin more accurately, and are more proud to call themselves solely British, Australian, French, etc. because their ancestors are more likely to have come to the country willingly. For some blacks in America, abandoning that African tie is like accepting the validity of slavery.
