答：一如晉惠帝也！

有一年夏天，惠帝與隨從到華林園去玩。他們走到一個池塘邊，聽見裡面傳出咕咕的青蛙叫聲。惠帝覺得很奇怪，於是便問隨從這些咕呱亂叫的東西，是為官或是為私的？隨從感到皇帝的問题很可笑，但又不好不回答，就說：「在官家裡叫的，就是官家的；若在私家裡叫的，就是私人的。」

又有一年閙災荒，老百姓没飯吃，到處都有餓死的人。有人把情况報告給晋惠帝，但惠帝卻對報告人說：「没有飯吃，為什麼不吃肉粥呢？」報告的人聽了，哭笑不得，災民們連飯都吃不上，哪裡來肉粥呢？由此可見晋惠帝是如何的愚蠢糊塗，無怪乎在「八王之亂」中，被越王司馬倫篡奪了帝位。
