從整整一個世紀來看，從國民黨時代的蔣中正至現在共產黨的胡錦濤，仍然逗留黨政軍集於一身的階段，即使黨內核心領導人想過黨內體制改革的問題，但是往往礙於客觀原因而不能推展黨內改革，基於黨內政治派系與解放軍派系的割據人事勢力、地方政府利益與地方意識勢力與種種錯綜複雜的人事關係，讓位高權重的黨內核心的領導不能輕舉妄動，這是中國人不能全面推展政治體制改革的悲哀，而且現在只有全國人民代表大會(雖然宣稱有其他黨派人士參加)的制憲機關與中央紀律委員會監察共產黨政府的運作，也不能徹底防止高層腐敗的問題，即使少數獨立傳媒能夠作出監察官僚幹部腐敗的功能，他們也不能挑戰共產黨權力來源的敏感地帶，在一個不能自我完善的政治體系、人權受到壓抑，傳媒不能全面開放監督政府的情況下，中國要達到民主選舉標準的國家，談何容易???
