為慶祝北京的'十一'國慶日，香港特區政府在灣仔金紫荊廣場舉行了升旗儀式，由行政長官董建華主持，600多名嘉賓及香港市民到場參觀。

會場外十多名“四五行動”的代表手持橫額妯從會場附近的灣仔消防局準備遊行示威。

示威人士高呼口號妯要求北京結束一黨專政、平反六四及釋放在押的政治犯。

遊行隊伍剛準備出發旋即被警方筑起人牆阻止，雙方一度因為互相推撞而發生衝突。

事後警方特別發表聲明，指警方阻截示威人士，是因為他們沒有按事先指定的路線行進，同時警方要求示威人士在升旗儀式的過程及前後禁止使用揚聲器，但示威人士未有理會。

警方發言人指升旗是一項莊嚴的儀式，警方有責任確保儀式的順利進行。
