Rick,
First, is the beach on your property? If so, post signs "DO NOT FEED SEAGULLES". Next, enforce any littering ordinance that is in effect. The reason the seagulles are there is they have found a food source (leftover food for the most part). No matter what else you try at this time, it won't work until the food source (littering, leftover food) is gone and no one is intentionally feeding them. Have you ever noticed how seagulles love restaurant parking lots? If you have authority at the beach, try enforcing this. If not, talk to who does have authority and explain your concern to them.
