The new in-tank filter I bought had a one way ball in it with a screen that was way too fine. If you don't have one get one and put a stainless spring to keep it just off the bottom of the tank(with a fairly coarse screen(no ball)). Is the new cap you put on vented? if not drill the smallest hole you can to vent it. I only buy WIX clear filters but thats just preference. I would also check the impulse line from the crank to the fuel pump to see if its leaking I use heavy black rubber fuel line and use hose clamps, If it is leaking it won't send enough pressure to the pump to draw fuel from the tank.
