The carbonated water can (not necessarily will) decrease appetite, people tend to feel full after drinking it (because of the bubbles)

Deb is right take some chromium, on top of that, your body can have 33% more sugar and fat while PMS-ing and having your period without gaining, so dont worry too much about it
