We have a pasture bred spanish mustang that has the same problem that we also purchased at auction. We have been working with him for right at a year and are just now able to rub his back and hind quarters.
He never tried to kick anyone he would just spin away from you. As long as you walk up to him head on he is okay. But he is terrified of men and anything that even resembles a whip. It's really sad, because he wants to be friends, he is just afraid to trust. I want him to go to a really good home, but his adoptive family would have to be very experienced and patient.
