Subject: Why is the pageant open to everyone?

My question is that we have all paid our money to do local pageants and they are giving titles away. Were there not as many local pageants held this year? This is very frustrating when we have to pay to do local and state and others can just go to state.Also who are the local winners is there a web site that gives winners names.
