6 year old with no frenulum -- ARC Phimosis

Subject: 6 year old with no frenulum

My 6 year old has no frenulum, his foreskin attached directly or his frenulum is very very short. He can retract on the lower side, but the upper side appears to be attached all the way to the opening. I am wondering if we should do something before puberty or wait until he has grown.
