Subject: Is it okay to cut through the white tendon between the head and the foreskin?

I've been to the urologist twice to remove my frenulum, but the little 'white' tendon remainder still pulled at my head.

Two days ago I've used the tying method on it myself. I've knotted the thread around the 'white' tendon. Here you can see some photo's: http://www.besnijdenisinfo.nl/php/viewtopic.php?t=1312

Is it okay to cut through the white tendon? What is its purpose (I hope it isn't some kind of nerve)?
