Subject: partial penile adhesion

My 9 yr old son has a partial foreskin adhesion. Ive searched the internet for an actual diagnosis but to no avail all i keep coming up with is tight foreskin?? my sons foreskin is not tight and can be retracted with no pain however the skin cannot be pulled back behind the glans as its fused just pass the glans and frenelum which you cant see, there are lots of small holes that secrete smegma, my concern is that it causes some discomfort and smells and now ive just heard on a tv programme that smegma can cause cancer later on in life. I dont want my son to be circumcised as the foreskin is not tight nor is it causing any major problems at the moment other than slight irritation caused by the smegma buildup,(i cant remove the smegma under the glans as this is covered) will this fusion of skin detatch itself as he gets older or engages in sexual activities? I just hope it doesnt rip and cause more problems in the future when i couldve sorted it out when he was young. Any advice is appreciated.
