Subject: Chestnut on fetlock (sorry not hock)

I made a mistake about my friesian and the chestnuts. He does have them on his hocks but its his fetlocks/pastern he has them on. There is one on each foot under his feathering. Again, is this a normal place to have these? If not, could this be a reason why his feathering is slowly growing and seam to be breaking especially on his back feet? Sorry about the mistake with my other question... any help with this would be great. Thanks
