Hello Denise! Does your horse do this without the bit in as well? My horse does this sometimes while I'm hand walking him, or sometimes just when he's turned loose. He does have mild scratches and they itch...thus he bends down and itches his legs with his face and sometimes he uses his teeth too. It may be that his legs are itchy. Have you checked him for scratches?
