I don't know if what you call "falling crest" is the same as "cuello de gato " in spanish. It is very common in the andalusian horse, an hereditary defect that,supposedly, excludes the horse from reproduction.
It is an esthetic problem, not functional. It is caused by the laxity of the ligament cervical . It has no effective solution, and as the horse gets older the falling of the neck increases :( Some vets are making plastic surgery , but it is not durable in time.
I am not sure if this is the same "Falling Crest" you are talking about. I don't know how to upload pictures : (
