Anytime a pattern has instructions inside parentheses... the number after it is how many times you repeat those instructions. In this case.. for Row 1 you do the following:

Row 1: Chain 3
double crochet in the next single crochet
Chain 1
skip 1 single crochet
(double crochet in the next 2 single crochets
chain 1, skip the next single crochet) -do this 4 times-
Now work a center shell in the next single crochet (as noted in the pattern)
Chain 1
skip the next single crochet

(double crochet in the next 2 single crochets,
Chain 1, skip the next single crochet) - do this 10 times -

Work a center shell
chain 1
skip the next single crochet

(double crochet in the next 2 single crochets,
chain 1, skip the next single crochet) - do this 5 times -

Join with a slip stitch in the top of the beginning ch 3.
