Subject: Help understanding pattern

I am trying to crochet the Charlotte Bronte Cape and don't understand the pattern when it says (in Row 2): "2 dc in the NEXT dc."
Is the "NEXT dc" the dc that the chain is in or is it the next dc? Seems so simple, but I can't seem to get the pattern to work.

Here are the first four rows:
Ch 46.

Row 1: Dc in 4th ch from hook,
*2 dc in next ch, dc in each of next 2 ch;
rep from * to end of row (57 dc).

Row 2: Ch 3 (beg ch counts as first dc on this row and on all following rows), turn,
*2 dc in next dc, dc in next 4 dc;
rep from * to last st;
2 dc in last dc, (69 dc).

Row 3: Ch 3, turn
*2 dc in next dc, dc in next 4 dc;
rep from * to last (3) dc, dc in each st to end of row (82 dc ).

Row 4: Ch 3, turn, dc in each dc to end of row.
