Subject: A 'Beginning of the End' question

Hi! Does anyone know if the 'guy watching Hurley' seen by the other patient at the institution was definitely Charlie? Could there have been someone else in the background that he was referring to, someone that Hurley did not see because he was focussed on Apparition Charlie?

I was definitely willing to accept that the other guy saw Charlie too but it could have been the Dharma guy staring from the trees or something. Maybe he's projecting Charlie's essence in some way.
