I think by no later than 3 they should stop blowing kisses and waving. At 4 they should be focused on their modeling and projection. My DD started going on stage alone at 2, but that was her choice.
It really depends on the type of pageants you do and the level you compete on. Most glitz kids are modeling well by age 3 and going on stage alone.
