Class has more limits, no forged induction-plate only would limit it a lot. A Real street car could but a plate system and a small tire and be ready. It would fit some of the slower cars and give them a chance to have a class to run that wouldn't be run awayed buy forged induction/fogger(or mulitable foggers) compos. It's almost like a starting over type LITTLE GUY class on small tires. This type class works other places and it can work for us here also.
