It is hard to adjust just one part of your body's fat deposition.

When you put on weight all parts of your body also put on weight, almost equally with only few exceptions (where fat cells don't proliferate like the shin of your leg and back of your hand)... likewise when you lose weight.

You are 23... some people still have some fat deposition on face that resembles the remnant/late puberty picture. They will grow their ways out as you age (give another 2-3 years). You can discuss with a plastic surgeon for some serious face-lift surgery, however, there is very little he can do as well. Sorry this might have disappointed you but time is the best remedy!
