In your case you will probably need a circumcision... because during intercourse if your glans penis (龜頭) cannot be exposed you may have problem achieving an orgasm --> won't ejaculate.

I would suggest you to see a doctor for the problem, and state clearly that your 龜頭 is enclosed beneath the foreskin when fully erect. He will address the problem to the urologists if circumcision is necessary.
