It can be anything from simple migraine attack to some focal abnormality or lesion in your brain, compressing some nerves (we call them cranial nerves)... however, since I do not have your radiology report (and your doctor said the report was normal) the chances of having intra-cranial lesion is tiny.

The best thing is to get referred to a neurologist (doctors specialized in the nervous system) and have a complete work up in neurological exam to find out what is wrong. Your doctor will write you referral letter if he thinks it is necessary to refer you.
