Could the other possibility be that they don't have enough girls to compete? The Miss America rules state that in order to give a title away there has to be at least three girls competing. Could it possibly be that some of the girls who said they were going to compete backed out so there wasn't enough girls to cover the Miss America rule?

Miss America rules state there must be 4 girls to give a title.
And no, there were not enough girls.
