Aquatennial is huge here in Minnesota. Most rural communities left MAO in the last two decades for Aquatennial- usually citing the swimsuit category as its source of controversy. I believe the only answer is for more Twin Cities based "open" pageants. -- Illinois, Wisconsin and Minnesota Miss America Board
