Because of the way people do react to animals,and you never know what an animal is going to do.I think the bite laws are to strict.And I'm tired of idiots sueing at the drop of a hat.When I was a kid,kids got hurt by animals all the time.Never really serious though.But now you can force someone to put down a dog for scratching a child.So make all animals that are in public with their owners be muzzled or in a cage.Birds,lizards,whatever.Do what you want in your own home though.I also think there should be a national leash law.For all animals.All animals should have to be contained.That's for their protection and yours.I really understand you being scared but not all of these dogs are dangerous.My mother rescues these dogs,she now has 14 pitts and 2 rotties.She lives in a nieghborhood,has been there for 15 years without an accident.Because they're not bad dogs.

    - HOAs are to protect homeowners against asses like you. This forum is not to discuss HOA, but dogs, if you can read at the top of the screen!!! An HOA protects the value of your property and the looks of your neighborhood, which I care about. Obviously any large breed or any breed for that matter can kill you, so can a damn parrot.
