First I have been thinking long and hard as to how the vampires of the world would be governed. I don't think it would be one set type of government. Rather it would depend mostly on where in the world you lived as to how your life as a vampire was regulated. With all the forms of government in our past it would seem that all forms might be used in the Vampire world, example. I could easily see a city or even a province ruled by a Council, King, Religion, Gangs, Secret Society, and even a place were vampires rule in a Democratic fashion. Just as our own world is governed in many different ways it would make sense that vampire society's follow the same trend. I could even imagine a place where vampires and humans live together knowing that each other exist. Perhaps some third world country where vampires are worshiped as gods. It might even be considered an honor and privilege to be a sacrifice to their god. Now as to the question of whether or not Justin should seek the Elders help. In the setting of the story it wouldn't make sense. He already knows that Elders are ruthless and don't have the best interests of individual vampires at heart. He has learned this form Dash and Jarrod and others who have told him basically what the role of an Elder is. They seem like their only concern is that the machine keeps turning and anything that gets caught in the wheels needs to be crushed. So I think it would be stupid of Justin to trust in the compassion and fair mindedness of an Elder.
