Subject: The Elders?

So I was wondering about the elders.

Are they like a oligarchy ruling over the vampire nation and exactly how many are there like a handful or hundreds?

Are they just ruling over the vampire world or just the vampires in the U.S.? If they are all over the world do they work like the United Nations, the Mafia or what?

What exactly doesit take to become an elder?

If elders are so powerful how come they go into hiding and have so many others doing there grunt work?
