Subject: I am not sure if you mean the group line up or not. But if you do that is when they usually judge the side awards (eyes,smile,personality etc) My daughter loves it because this is the one place that as an "older" girl she can show she is having fun and happy to be there. Draw attention to herself and act silly. She always wins personality and usually smile etc when they are judged during lineups like this. And she has fun doing it! If you have the choice be in the middle.When they are all lined up the judges eyes tend to go right in front of them (in the middle) and they are focused more on that area

If you mean just where they want to be in general. Not group line ups but line ups in general. At all pageants especially big ones it is best to be towards the end. Some people swear by being the last one out. Saying that then they have the advantage of the judges finishing up and remembering them(especially if it were to come down to a tiebreaker)
Being towards the end but not the very last one has done my daughter a lot of good in the past.
But then again she has also been the first one out in her age group (which she hates by the way) and has still won.
So in the end I do not think it truly matters. I think what matters is how they do once on stage. Not where they fall in the line up.
But when given the choice we do usually chose middle
