Subject: Progam book ?

Dd is doing Elite Miss, you can enter the covergirl contest for free with early bird, its also the program book entry picture. ?? is would you enter the same picture for photogenic entry? We don't have many pictures taken and the one I have is really good but not sure if should have photogenic entry in the program book. Do the judges look at the program book or doesn't it matter?
