It's probably cheaper to fly into Syracuse NY and drive up (about 4 hours), but with gas prices are they are now- and it being a long weekend then, so they'll still be high, I bet- it might be best to just go for the convenience of Ottawa. Also, you would have to rent a vehicle and pay for parking.

Other options are to fly into Montreal (2 hour drive away) or Toronto (4-5 hours) and either hop the train or rent a vehicle.

Personal opinion: Unless you're planning on doing a lot of sight-seeing in neighbouring cities, renting a car seems to be an unecessary expense: the NAIDCs are right downtown in an area full of shopping, restaurant, tourist, cultural and historic value. You can walk to almost anything you'd need within five minutes, and not have to worry about parking or gas prices.
