I think an earlier post stated that a pageant system will get one star for each criteria met. So, the more stars, the better. Honestly, I believe the only people who do not like the rules are directors. I think most pm's would be thrilled with these changes. -- PARENTS FOR FAIR PAGEANTS CLUB

Based on the posts, it seems that everyone doesn't completely agree with your rules. Instead of making up rules, you should begin with a survey or questionaires to see what others want too. And you should contract directors to see what they can, or can't -- or will or won't -- do as well. In some cases, your fall-back rule concern can't be addressed by local or state directors, for example.
