- THE BIGGEST POLICY CHANGE IN WORLD HISTORY -

During a long dialogue with the NEC and LYM on Monday night, Lyn
returned again, and again, to the central theme: We must get the
HBPA passed through Congress and implemented now. This is the
first phase of a series of successive bankruptcy reorganization
steps, leading to a New Bretton Woods conference and a return to
a fixed exchange rate system. Lyn is the only living human being
who fully understands this process and how to pull it off.
People in government who want to save the United States and
humanity from a plunge into a new dark age, that will take
several generations and billions of lost lives to overcome, have
got to deal with Lyn directly.

The HBPA is only the first step. So far, there is a growing
consensus around the housing aspect of this legislation. There
is a natural constituency for that. But no such consensus exists
around the banks, which must be saved. Once we get through the
HBPA, we get to the really tricky part: What do you do with the
whole dollar-based global floating-exchange-rate system? We have
to put it through the biggest reorganization in history. The
global financial system is going to have to be put through
bankruptcy reorganization. If the U.S. takes the initiative,
Russia, China and India will join in, and others will follow.
Otherwise we get a Dark Age.

This whole approach is Lyn's baby. Nobody else has a clue
as to what to do. We need the Four Powers to get on board,
starting with Russia and China. Then India will join in, Japan
will come on board, South Korea, Germany and others. The euro
will break up, as the result.

So this is {the} issue. Unless we get the HBPA, as the
first step, of the biggest reorganization in history, and then
get an international agreement, starting with the Four Powers,
civilization will plunge into a dark hole for several
generations. We have to pass a sequence of hurdles. The first
hurdle is the HBPA, which we need now. The key is to save the
banks, too. If you don't save the banks at the same time that
you freeze foreclosures, you get neither. We have got to think
big, but at the same time, never lose sight of the individual and
his or her needs. So, get very, very serious about kicking
Congress' ass. Don't kiss their ass, kick it. Use the
constituency muscle to do the job. The voters think Congress is
shit, so get them on Congress' case--especially now, that
Congress is in recess, and will only be in Washington for two
weeks between now and the New Year.

Lyn reiterated that we are going to pull off the biggest
policy change in history. It must come now, as a series of
phased bankruptcy reorganization moves, leading from the HBPA to
a New Bretton Woods System. We need to get the Four Powers on
board, and Lyn has to engineer it, personally. People who are
scared to death to talk to Lyn are going to have to grow some
balls, because direct talks, direct negotiations are going to be
needed. We can create the shock effects to scare people into
acting. The first step is housing and banking. The next step is
not at all understood. It is the difference between a credit
system and a monetary system.

Lyn took up three additional matters, all of which fold into
the driver, the HBPA and the drive to reorganize the whole
system.

First, we are going to work with our friends in Mexico, our
reliable, longtime friends, who are on board with the PLHINO
project. We had the conference in Sonora, where a lot of very
good ideas were put on the table, to deal with the horrible water
management problem in Mexico. But we are going to take it much
further. Take the whole Mexico water management plan, and fold
it into the larger NAWAPA project, involving Canada, the United
States and Mexico. Now look at it from the standpoint of an
integrated water and rail system for North America. Link it to
the Bering Straits plan, and look at the rail lines running from
Russia into Canada, joining at Edmonton.

Now, look at the upcoming conference in Ottawa on Dec. 11.
We are going to bring this PLHINO/NAWAPA plan into that
conference, to create an exciting flank, that draws together the
three nations of North America. Think big, inspire people.
Furthermore, we are going to work this plan on both sides of the
U.S.-Mexico border, with the Los Angeles LYM playing a very
pivotal role. What is in store for the Hispanic population in
the United States, especially the Mexican-Americans? They are
about to be driven across the border back into Mexico, under the
gun of a new Nativist drive, like we saw in Loudoun County with
the Alhemann sheriff campaign, right out of Samuel Huntington's
fascist scenario for race war. But we are going to flank it on
both sides of the U.S.-Mexico border. How many jobs would be
created by the PLHINO/NAWAPA program--good jobs inside Mexico?
How can the agricultural situation in Mexico be transformed by
this project? End the flooding, end the drought, create the
conditions for a flourishing in agriculture in Mexico. Create
jobs for the next ten years, building the integrated water plans,
which have been already designed. The Mexican Congress has
already allocated 30 million pesos for a feasiblilty study. And
we know just what is feasible. We are going to tackle this from
both the California and the Mexican LYM. We are going to fold it
into the Ottawa conference, linking it to the Bering Straits
tunnel/rail project. Canada, as we all know, is still a British
colony. So we are going to offer something so clearly in the
interests of all Canadians, that it will be seen as the most
friendly suggestion offered to Canada in memory.

Lyn emphasized that we stick to the U.S., Mexico and Canada.
It will get traction and extend to other areas, but for now, we
concentrate on this North American plan. It will impact big.
There are people who are being driven out of the United States,
forced back into Mexico, and so we are going to give them
something worthwhile to do in Mexico. It is a natural.

Second, we are about to come out with the first shot across
the bow against the video game/MySpace/Facebook madness. This
is going to cause a real freakout. The text of a 64-page pamphlet
is completed, kicking off with Lyn's ``Extreme Events'' and then
going into a very hard-hitting counterintelligence dossier on the
people behind the mass brainwashing of the youth
generation--written exclusively by LYM members.

We are going to shake things up with this pamphlet, but then
we are going to carry the research much further. We are dealing
with a systematic creation of a new suicide terrorism, run
through the social networking apparatus on the internet. Youth,
between the ages of 14-18 are being targeted. They are being
profiled, and certain individuals are being singled out to be the
suicide killers. This is hard-core terrorism, like the suicide
bombers from Southwest Asia. But these are not kids coming out
of the Middle East. They are being brainwashed through the
websites, the video games, the social networking operations, like
MySpace, Facebook and the rest. This is the new terrorism, and
it is being targeted at the United States and Europe. We are
investigating precisely how the controllers of the websites are
tracking, profiling and activating certain youth, probably
through cults of personality around the previous suicide killers,
like Klebold and Harris, and the recent Finnish killer kid.

We are going to carefully craft a series of EIR features,
also appearing in other publications. We are going to shape it
around a series of questions: Evidence points to a suspicion
that these crimes, these suicide killer incidents, are being
provoked, probably wittingly by certain groups and people. We
are going to demand an investigation. Where does Fred Thompson
stand on this? Tell people: Don't complain about Middle Eastern
suicide terrorists. The same phenomenon is being created right
here in America and Europe. It is already happening, and it is
being run through social networking methods. This is an
operation with a total lack of morality. We are going to plumb
the depths of this new terrorism issue. How deeply involved is
Microsoft in this new terrorism? Just look at that infamous 1995
video of Bill Gates, decked out in his floor-length black leather
coat, with the shotgun hidden under the coat, blowing people's
heads off in his own video game.

Third, we are also now moving into production of an interim
report, from the crew in the Basement, on the Gauss discoveries.
As Lyn reiterated last night, the big challenge he posed to this
Basement crew was that Gauss never truthfully revealed {how} he
made his discoveries. He never lied, he made it clear {what} he
discovered, but just never let out the secret of how he actually
made the discoveries. This was very different than Kepler, who
was totally transparent. So this group had to make some
discoveries that have never been made before, and now they are
writing up an interim report on their findings. Lyn anticipates
that in a few months, the final report of the group will be
finished--and then the next Basement crew will come in to tackle
Riemann. After Riemann, all there really is is Vernadsky and
Einstein, but the Riemann project will be the next big challenge.

Lyn really emphasized, at the end of the evening, that we
have got to stick to the HBPA front, and proceed with these other
identified three projects. Nothing else. Stick to those things
that can force the needed change.

Lyn took as an example the threat of a U.S. war with Iran.
As of now, it will occur, and there is nothing stopping
it--unless we stop it. Unless we do something appropriate,
Cheney will get Bush to order the 8th Air Force to attack Iran,
and this will unleash Hell on Earth. We don't need to get more
of picture of this. We know it. Our job is to do something
about it, by hitting harder and harder on the Pelosi front. She
is the complete fascist animal on Felix Rohatyn's leash. She is
too dumb to be a real fascist, so she is just a fascist animal.
By being nastier and nastier to Nancy Pelosi, we do more to stop
an attack on Iran than anything else. She is the vulnerability
of the Cheney crowd, because the Cheney crowd includes Shultz and
Rohatyn, the Rohatyn of fascist Pinochet coup infamy. Pelosi
should resign in shame, in shameful shame. Lyn thought there was
a lot of potential to do some more dramatic things in California
on this, given the drama work with Robert. Do the things that
make the most efficient difference. Convey the sense of Classic
tragedy, the way the Greeks, Shakespeare and Schiller did.

Make the feasible possible. Always kick against the pricks.
Everything that we have accomplished over the decades has been
accomplished because we kicked against the pricks.

LaRouche: Leave Pakistan Alone; Focus on Israel-Syria Talks as
Basis for Peace

Nov. 19, 2007 (LPAC)--The U.S. government should drop the
Cheneyac pressure on Pakistan--it is only making a mess of the
situation, statesman and economist Lyndon H. LaRouche, Jr. said
this morning.
The only reason for the U.S. pressure on President Pervez
Musharraf, LaRouche said, is that Cheney wants a war on Iran, and
to leave as his legacy a mess in the whole region.
We should concentrate on making some progress. Allow the
Annapolis meeting to develop some daylight, LaRouche said. Frame
it on the idea that negotiations between Israel and Syria will go
ahead. This will change the whole environment in a way in which
the Palestine-Israel issue can be successfully addressed.
Certain people are out to disrupt a pending peace
settlement--to stir things up in Lebanon, to stir things up
between the Turks and Kurds, and thus make trouble for the U.S.
at a time when a peace is possible, LaRouche charged.
Don't be overly concerned about having an agreement in
advance of the Annapolis meeting on the final communique. The key
is to get people there, and get discussion going in the context
of understanding that forward movement is possible on
Syria-Israel peace discussions. If you look at the Annapolis
meeting in that context, LaRouche said, then you can see the
possibility for clearing the deck for negotations and actual

LaRouche: The Mass Youth Killings Are NOT a Social Phenomenon;
It's the British Empire's Ochestration from the Top

Nov. 19--Some agency is overjoyed with the Finland school
shooting and the lack of competent reaction to it. They are
engaged in extending the operation. Finland was the first of an
intended series of atrocities. It is an orchestrated process
directed by institutions behind it. These are not isolated social
events. It should be seen in the context of the intent by the
British to come out of the crisis on top. The idea that this is a
social phenomenon is a fraud. It is not a social phenomenon. The
LaRouche Youth Movement's counterintelligence report should be
the basis of discussion to understand this crisis. Serious people
will study the LYM document. This was the statement made by
Lyndon LaRouche this morning, after reviewing the recent series
of global events.

The current epidemic events are the following:

I. School Massacre in Cologne Averted

November 19, 2007 (LPAC)--In another shocking development, last
weekend the police prevented another school massacre, this time
in Cologne, where two students were arrested last week who were
planning to kill teachers and other students in an attack planned
for this Tuesday. One of them, a 17-year-old had put pictures of
the Columbine massacre on his website, whereupon other pupils
alerted the school administration. After a talk with the police,
he first said, he did it as a "protest" and agreed to take the
pictures off his website. After that discussion, he threw himself
in front of a tram and died of his wounds. Further investigations
led the police to his 18-year-old friend, who confessed, that
both had planned a massacre this Tuesday. In his apartment, the
police found a list of fellow students and teachers, several
air-guns and two crossbows with metal arrows.
The 18-year-old referred explicitly to the anniversary of
the killing in Emsdetten, when a former student had wounded 37
people and killed himself afterwards. Tuesday is the first
anniversary of this massacre. Also, he reportedly referred to the
Jokela massacre in Finland on November 7. According to coverage
in Die Welt, one of the students had characterized the Finnish
youth as "friend" on an internet site, and that he wanted to
become as "famous." The 18-year-old is said to have had problems
in school and to have been a victim of bullying.
Also, last week, police were alerted in Guetersloh (North
Rhine-Westphalia) on Nov. 16 by a 16-year-old student, who had
seen a threat against her school in a student chatroom. Last
Thursday (Nov. 15), a school in Mainz was closed after a similar
announcement in the internet, and in Syke (near the Northern
German city of Bremen), graffiti had occurred in a local school,
announcing a massacre set to occur on November 20th. (efi)

II. Internet Addicts, Get Help!

November 19, 2007 (LPAC)--One Thomas Hintz, psychologist at the
Mannheim Central Institute for Mental health, in an interview
with netzeitung.de today (November 19th) warns of internet
addiction among youths and single adults, as a consequence of
fear of social contact, lack of self-esteem, or depression.
Studies in the U.S.A. and Berlin estimate, that 10% of all
internet users are in danger of becoming addicted. Such addicts
spend a mean time of 35-40 hours per week in the internet,
satisfying their social needs, instead of searching for
information.
In another report in netzeitung.de from January 12th, 2007,
a Berlin psychologist, Andreas Koch (from Caritas) was quoted,
describing internet addicts as "walking dead, who spent 10-15
hours on the net, without eating, drinking or washing
sufficiently," many of them living on Hartz IV and step by step
saying good-bye to real life. The effects, once access to the
computer is taken away, are similar to those of alcoholics or
drug addicts. In extreme cases, according to Koch, the only way
to deal with the addiction is complete abstinence, so that after
3-4 weeks their heads are clear again. Last year the Berlin
Caritas had founded a therapy group for "internet-junkies."
According to Caritas, more than 1 million internet users in
Germany show signs of being addicted, while for at least 3-4
million people the use of this medium is called problematic.
On November 23rd, the German Psychatric, Psychotherapy, and
Neurology Society will hold a symposium in Berlin on the reasons,
consequences, and therapeutic treatments for internet addiction.

III. Police Thwart School Killing in Stockholm, Sweden

November 19, 2007 (LPAC)--Swedish police arrested two youth, 16
and 17 years old, for planning to kill the principal of the
Enskede Gards Gymnasiums school in Stockholm. The principal, Rolf
Ödén, himself reported to the police that the two youth had
threatened to kill him. However, the more serious issue is that
the two youth were fascinated by the school massacre in Finland
and they were probably planning to buy weapons. That was the
stronger reason for arresting the two on November 9th, two days
following the massacre in Jokela, Finland where an 18 year old
student shot 6 students and the principal and nurse of his
school, before killing himself. Although, the police department
in Stockholm has been reserved in giving out information about
the ongoing investigation, the speculation is that the two were
planning a school massacre, and not merely killing the principal.
"This morning, these boys came to the school and talked
openly about how they thought the school massacre in Finland was
so cool, and they were pointing to weapons in an arms sales
magazine," the principal told the Swedish television.
That day, one of the boys was taken into the school's
counselor for an interview, and what came out of that discussion
made the counselor break his oath of confidentiality and tell the
principal, who in turn discussed the matter with the police
before the arrests were made. No information has been published
about what the boy told the counselor, which is the source of
speculation about a real school massacre. (hus)

IV. German Police Worried about Computer Game-Weapons Links

November 19, 2007 (LPAC)--Reviewing the most recent incidents
involving internet-addicted youth turning violent, Klaus Jansen,
chairman of the German association of anti-crime police BDK, said
in an interview with DLR radio this morning that many of these
cases show the planning of violent acts over a longer period of
time, including the targeted purchase of firearms, therefore, the
computer-internet aspect of the preparation is of importance.
"We should have restrictions for access to such weapons. It
makes no sense that young people play around with such stuff, and
it makes no sense either, that we allow them to have unrestricted
access to violent videos and violent games, ego shooters and the
like. Again and again, in our analyses we come across this
combination: access to computer games, access to violent videos,
access to weapons. I believe that is a pattern, which we should
use in politics to make sure that such things are taken out of
the hands of the youth."
The LPAC counterintelligence team is looking more closely
into this epidemic, which will be further elaborated in a
pamphlet with a strategic expose of not only these different
cases, but the conscious orchestration of these events from the
highest level of the British Empire. Stay tuned to the website

LaRouche Warns Against "Reckless" Celebrations of Dollar Collapse
at OPEC Meeting

Nov. 19 (LPAC)--The call by Venezuelan and Iranian Presidents
Hugo Chavez and Mahmoud Ahmadinejad for OPEC countries to break
with the dollar, ignores reality: The world is not facing a
{dollar} collapse, but a collapse of the system as a whole,
Lyndon LaRouche warned today. The entire system is going
down--theirs included! A common problem, requires a common
solution, rather than political exploitation of the dollar
problem. Either you propose a workable replacement for the
collapsed system, or you are being "reckless," he said.
President Chavez, in particular, was on a manic macho binge
at the OPEC meeting, and in his subsequent visit to Iran,
praising God that "the value of the dollar on the global market
is declining, and we will witness the fall of the dollar in the
future." In his ideological fit, he celebrated the fall of the
dollar as "the fall of the U.S. empire," suggesting the euro
could somehow survive the global disintegration which the
collapse of the dollar system would produce, should no
alternative {system} be established.
Even Ecuador's President Rafael Correa, who has a far more
realistic understanding of economics than Chavez, was sucked into
this conceptual mud at the OPEC meeting, where he threw his
support behind the idea that de-pegging oil prices from the
dollar somehow represents a solution.
LaRouche, who since 1994 has been organizing for a New
Bretton Woods agreement to replace the doomed floating-rate
system, with a fixed-rate, physical economy-based monetary
system, pointed out today that the primary center of the crisis,
in fact, is the Bank of England, and people ought to talk about
{that}, if solutions are to be found. If you're not talking about
Britain's Royal Bank of Scotland and its Spanish associates,
Santander Bank and BBVA, you're not talking about the problem,

MEXICO CITY, Nov. 19 (LPAC)--LaRouche Youth Movement organizers
introduced the much-needed concept of dynamic physical economy to
the rally organized by opposition leader Andres Manuel Lopez
Obrador in this city's central plaza, the Zocalo, on Sunday, Nov.
18. LYM organizers distributed 7,000 leaflets entitled, "On the
Tragedy in Tabasco: It's Infrastructure, Stupid!" with a giant
banner with the same message. The leaflet, which generated a lot
of good discussions, was the same leaflet they had issued
immediately after the flooding of the southern state of Tabasco,
on the urgency of a return to a policy of building big projects
(water and otherwise) to defend general welfare, but now with a
report on our successful regional forum in Sonora on the PLHINO
water project included
Addressing the rally, Lopez Obrador identified two key
upcoming battles: (1) the triple-whammy that will turn next
January into a "black month" for Mexicans: new taxes on gasoline
and on business hit, at the same time the next phase of NAFTA
ends all protection from imports of beans and corn; and (2) the
IMF-run Calderon government's plans to move on privatizing
Mexico's electricity and oil sector.
Mexico's state oil sector has been looted for 25 years, with
no investment in exploration, modernization, refineries or
petrochemicals, he pointed out. No refinery has been built for 25
years, with the result that oil-producing Mexico today imports
25% of the natural gas and 40% of the gasoline it consumes. With
the $10 billion that Mexico will spend this year on gasoline
imports, it could build the three refineries required for Mexico
to be self-sufficient in that fuel, he said.
But when it comes to proposing what is to be done, Lopez
Obrador falls off the cliff. He announced that his movement's
"alternative program" for modernizing Mexico's oil industry, is
to cut the budget, by such ridiculous measures as reducing the
salaries of high government officials, eliminating the pensions
of ex-presidents, and other such gimmicks.
Lopez Obrador displayed the same ignorance of actual
economics vis-a-vis the floods in Tabasco, asserting that the
sole cause of the flood was the government's policy of
under-utilizing the state-run hydroelectric plants in the area in
order to favor private generators, which then forced officials to
release water from one of the reservoirs for three days at the
height of the rains. That criminal privatization policy added to
the crisis, but, as the LYM leaflet identifies, the CAUSE of the
flood which devastated the state, was the failure to build such
great regional water project as the PLHIGON. [ggs]

LaRouche Says Build the PHLINO Now!!

Nov. 19 (LPAC)--Commenting on the ongoing flood disaster in the
southern Mexican states of Tabasco and Chiapas, statesman Lyndon
LaRouche underscored the urgency of building the Northwest Water
Project (PHLINO) in Mexico, along with a series of other water
projects, such as NAWAPA in Canada and the United States, to
prevent a tragedy such as has occurred in southern Mexico, from
occurring again.
"I've pushed these projects for years," LaRouche said, but
"people didn't listen." Now, they have to be built. Were a
decision made to do so, he said, including with support from the
United States, it would help Mexico both by creating jobs, and
easing pressure on illegal immigration into the U.S.
LaRouche's call coincides with new warnings from Tabasco
Governor Andres Granier that the capital of Villahermosa is
threatened with more catastrophic flooding. Granier explained
that because the pump that is supposed to remove sewage and
excess water from the city--which is below the level of the
nearby Grijalva River--was damaged in the recent flooding, any
more rain that would raise the Grijalva's water level, would mean
that millions of liters of water would pour into the center of
Villahermosa.
The state's medical infrastructure, meanwhile, is completely
unable to deal with the current crisis. In a recent tour of
medical facilities in Tabasco, Mexico's Health Secretary Jose
Angel Cordova Villalobos reported that at least 25% of the
state's health infrastructure was destroyed by the recent
flooding, and this is probably a conservative estimate.
Floods destroyed X-ray and other crucial medical technology
on the first floor of the Pemex Regional Hospital. In other
clinics and health centers, medical equipment is still under
water. Cordova estimated that at least 130 clinics or health
centers were damaged in the flooding, and that both private and
public clinics may not reopen until the Health Secretary verifies
that they meet all health and sanitary standards.[crr]
