THE GIULIANI STORY

Nov. 9, 2007 (LPAC)--Early in his crime career, Presidential
candidate Rudy Giuliani's father, Harold Giuliani, was sent to
Sing Sing prison for armed robbery.
As reported by Wayne Barrett in his 2000 book {Rudy! An
Investigative Biography of Rudolph Giuliani}, Harold Giuliani and
an accomplice held up a milk deliverer in Manhattan on April 2,
1934. The indictment ("People v. Harold Giuliani indicted as
Jospeh Starrett," the false name Harold gave the police) charged
that Harold had threatened the milkman with a pistol to get his
money.
But a week later, the victim changed his story, saying
Giuliani's accomplice (who has never been identified) had held
the gun. Prosecutor Louis Capozzoli told the judge, the "milkman
tried to change his statement after he was visited at about four
o'clock that morning by several people who threatened him. Then
he said he thought this fellow [Giuliani] ought to get a break."
So the charge was reduced from first degree armed robbery to
third degree, and Rudy's father was sentenced to only two to five
years in Sing Sing prison.
The court-appointed psychiatrist reported that Harold was "a
personality deviate of the aggressive, egocentric type....
pathological" with "haphazard associations."
Harold served one year and four months, was paroled, and
married Helen D'Avanzo.
Rudy, their only child, was born in 1944.
Beginning in 1948, Harold Giuliani went to work for Helen's
brother Leo D'Avanzo, as an enforcer for Leo's loan-sharking,
numbers and betting operations. Harold broke legs and beat
people with a baseball bat, collecting large sums. The family
crime business was based in Leo's bar in Brooklyn, and employed
more than a dozen numbers runners.
At one point in 1962, Harold and his brother-in-law and boss
Leo, and Leo's son Lewis, drove to the headquarters of rival
mobster Mickey Scans and shot it out with him. They were then
sanctioned by Mafia overlords because their rival was a "made"
man.
Harold's nephew and crime cohort Lewis D'Avanzo (Leo's son,
Rudy's first cousin) forged documents and apparently carried out
murders as part of a quarter-billion-dollar car-theft operation
under the Luchese crime ring. In 1977, Lewis was shot to death
by the FBI, when he tried to run over an arresting agent.
Harold's son Rudy Giuliani, a lawyer and prosecutor, changed
his party registration to Republican in December, 1980, following
Ronald Reagan's election. The next month, Giuliani was nominated
as Associate Attorney General. His father Harold died in April,
1981, while Rudy's confirmation was pending before the Senate. In
their standard interview, the FBI asked him if anything in his
background might cause embarrassment if revealed. Rudy said no.
Sworn in in May, 1981, Rudy principally aided then-Vice
President George H. W. Bush in Bush's role as head of the
administration's anti-drug enterprise in Central and South
America. As "point man" for Bush, Rudy made frequent trips to
Miami -- the hub of Bush's operations overseeing the covert
Contra apparatus of Oliver North and his cocaine traffickers.
In 1982-1983, Rudy was a candidate to be U.S. Attorney for
the Southern District of New York. Organized crime lawyer Roy
Cohn put his law partner Tom Bolan onto the Screening Panel for
the post, created by Cohn's friend, Senator Al D'Amato. D'Amato
then sponsored Rudy's candidacy for the job.
In June, 1983, Giuliani was installed as U.S. Attorney. That
same month, Mario Gigante -- a client of Roy Cohn and the brother
of mob boss "Chin" Gigante -- was sentenced to eight years in
prison for loan-sharking and extortion. In the Fall of 1984,
Senato D'Amato phoned Rudy to suggest Gigante was not a bad man
and the government should go easy on him. Then Judge Charles
Stewart approved, without comment, a two-year reduction in Mario
Gigante's prison term. Vincent "the Fish" Cafaro, on orders from
mob boss "Chin" Gigante, thereupon delivered a $175,000 cash
payment to Cohn's office.
In 1985, Senator D'Amato again called Giuliani, this time to
ask for reconsideration of pending charges against Paul
Castellano, alleged chief of the Mafia's "National Commission."
Castellano was granted bail, only to be assassinated. [ahc]

Bernard Kerik, Made by Rudy, is Indicted

Nov. 9, 2007 (LPAC)--Rudy Giuliani's former bodyguard Bernard
Kerik, whom Rudy raised to Police Commissioner and pushed for
U.S. Homeland Security czar, was indicted yesterday on 14 counts
of tax fraud, obstruction of justice, and lying to government
officials checking his background.
In his 2002 autobiography, {The Lost Son}, Kerik described
his amazement in 1994 that then-New York City Mayor Giuliani was
appointing him a high prison official. Giuliani led Kerik to a
dimly lighted room where the Mayor's top aides were assembled.
Peter Powers, Rudy's first deputy mayor, kissed Kerik on the
cheek. Powers had been Rudy's friend from their boyhood days,
when Rudy's father Harold was a violent enforcer for mob
loan-sharking. Kerik wrote, "Next was Randy Mastro, the mayor's
chief of staff. He did the same. In this dark sitting room, one
by one, the mayor's closest staff members came forward and kissed
me.... I know the mayor is as big a fan of {The Godfather} as I
am, and I wonder if he noticed how much becoming part of his team
resembled becoming part of a Mafia family.
"I was being made.
"I was now a part of the Giuliani family, getting the
endorsement of the other family members, the other {capos}. We
all sat up drinking wine until two-thirty in the morning,
celebrating...."
Former Giuliani chief of staff and deputy mayor Randy
Mastro, one of the celebrants in the Kerik ceremony and now a
frequent spokesman for the Giuliani Presidential campaign,
responded to the Kerik indictment by lashing out at Kerik critic
Sen. John McCain, for having been involved in the Keating savings
and loan scandal of the 1980s.
Kerik is charged with accepting $255,000 worth of
construction work on his home from the mob-connected Interstate
Industrial Corporation, that sought to do business with the city.
The indictment says Kerik lobbied for the company by "contacting
on [its] behalf regulators and other public officials who were
considering whether [Interstate] should be licenced ... and
awarded municipal-related business."
Interstate employed Kerik's brother and also Larry Ray, who
had paid for Kerik's wedding. Interstate had bought a garbage
transfer station from Mafia soldier Edward Garafola, and couldn't
get a city waste disposal license because they employed mobsters
and used mob-controlled trucking companies. Larry Ray and
Garafola were indicted together on unrelated stock fraud charges.
Giuliani made Bernard Kerik New York City Police
Commissioner in 2000. After the 2001 attack on the World Trade
Center, Kerik took over an apartment donated for the recovery
workers at Ground Zero, using it for trysts with girlfriends.
One of them was publisher Judith Regan, who put out Kerik's
autobiography. Kerik later became a partner in Giuliani's
consulting and lobying firm, Giuliani Partners, along with capos
from Kerik's induction such as Denny Young, and with Anthony
Capponetti, whose family had been close to Rudy's father,
enforcer Harold Giuliani. [ahc]

Pelosi Comes Unhinged as Hispanic Congressmen Rebel Against Her

Nov. 9, 2007 (LPAC)--"You see this on the board? This is against
me! This is against me personally," an unhinged Nancy Pelosi
screamed to Hispanic Congressmen today. Her flunky, Majority
Leader Steny Hoyer (D-MD), jabbed his finger at Rep. Joe Baca
(D-CA) and yelled, "How dare you destroy this party? This will
be the worst loss in ten years!"
Hispanic Congressmen had rebelled against Nancy Pelosi and
her stooge, Majority Leader Steny Hoyer (D-MD), today, by voting
to derail a major tax bill. What had immediately provoked them,
was Pelosi's pandering to anti-immigrant sentiment. Thirty-six
Democrats voted Thursday night in favor of a non-binding
Republican motion which Hispanic members called offensive. It
instructed House conferees to accept a Senate-passed provision
prohibiting the Equal Employment Opportunities Commission (EEOC)
from suing employers over certain English-speaking requirements.
That motion was the latest in a series of immigration- and
language-related votes that Republicans have been using to split
Democrats, some nervous about Republican attacks on them as
"soft" on illegal immigrants, CQ Midday Update reports.
Ultimately, enough Hispanic Congressmen switched their votes
to allow the bill to proceed, saying they had made their point.

Decision to kill BAE investigation in Britain challenged

Nov. 9 (LPLPAC)--British campaigners have won permission to make
a high court challenge against the decision by the British
Serious Fraud Office (SFO)to end the corruption investigation of
BAE Systems bribery payments to Saudi Prince Bandar bin Sultan
for their huge arms deals with Saudi Arabia, the Guardian reports
today. The campaigners, the Campaign Against Arms Trade (CAAT)
and the Corner House, held that the SFO decision in December 2006
to end the investigation was unlawful under the OECD's
anti-bribery convention. Britain signed the convention in 1997,
the Guardian reports.
The paper quotes Lord Justice Moses saying that "matters of
concern and public importance" had been raised and the challenge
"cries out for a hearing." Bandar had reportedly received a
billion pounds as part of the 20-billion-pound al-Yamamah
contract to sell BAE Tornado jets to Saudi Arabia in 1985. Former
Prime Minister Tony Blair's government had claimed that the OECD
convention was not breached, and the investigation had to be
ended due to "national security" and counter-terrorism
cooperation. The campaign groups made the case that the SFO's
decision did not take account of the security implications of NOT
carrying out the investigation. CAAT spokesman Symon Hill told
Guardian Unlimited today's decision was brilliant "for everyone
who cares about justice in Britain.... It's great news for
everyone thinking that BAE and the government should not be above
the law that the rest of us have to follow." In September, the
British government was also accused of obstructing a U.S.
investigation into the BAE bribery case. (mmc)

ECONOMICS AND FINANCE

System is Shattered; Trading Halted in Barclays

Nov. 9, 2007 (LPAC)--Trading in the stock of Barclays Bank was
halted today in London, after its value had fallen over 9% today
alone, on rumors that the bank had had to write off 10 billion
pounds, or over $21 billion, in junk paper. (Trading later
resumed.) In a supposed internal memo which was allegedly leaked
to Bloomberg, Barclays CEO John Varley sought to imply that his
silence on this rumor -- which he still refuses to deny -- proves
that it is false. Barclays stock has fallen 21 percent just
during November.
JP Morgan Chase admitted today that it holds $40 billion in
unsalable junk-bonds issued to fund leveraged buyouts, of which
some significant part will have to be written off.
In a regulatory filing today, Bank of America said it has
$9.8 billion in collateralized debt obligations (CDOs), mainly
backed by subprime residential mortgages. The bank reported over
$15 billion of CDOs on Sept. 30, indicating a collapse in "value"
of about 33% over six to seven weeks.
Wachovia, the second-largest US regional bank, said
mortgage-related losses so far in the fourth quarter total $1.7
billion, already far more than in the third quarter. Wachovia's
CDOs have lost 62% of their "value" between September and
October, going from $1.8 billion to $676 million.
General Motors lost $1.6 billion in the third quarter, much
more than "expected," on top of a $39 billion writedown reported
yesterday.
Fannie Mae's third-quarter net loss due to falling home
prices was $1.52 billion, double what it lost in its last losing
quarter, the third quarter of 2006. [ap]

Asian Bankers Panic as Dollar Crashes

Nov. 9, 2007 (LPAC)--"Central bankers, do something!" cries the
Hong Kong-based Bank of East Asia's chairman, David K.P. Li. In
an interview with {Newsweek} Nov. 9, Li makes clear that the U.S.
mortgage bubble meltdown is now a full-blown bank crisis, and
says, "The central banks have to come to the rescue. Basically,
they should create something similar to the Resolution Trust
Corp., which was established to deal with the savings and loan
crisis in America [in the 1980s]. Today's problem is bigger."
Li also fears the U.S. dollar crash collapsing China's
economy. "My worst-case scenario is that the [Chinese] bubble
bursts and a lot of people in China lose most of their savings,"
he says.
Li is the second leading Asian banker to sound this alarm
and call to central bank "action" this week. Chairman Kim
Yong-duk of the Korea Financial Supervisory Commission, at an
international conference held by the Bank for International
Settlements in Sydney, Australia Nov. 6, said that "governments
and central banks should make joint efforts to prevent an abrupt
bust of asset bubbles."
Li's reference to the Resolution Trust Corp. points toward a
global attempt, by all the central banks, to come up with
something like the "master liquidity enhancement conduit" (MLEC)
proposed by U.S. Treasury Secretary Hank Paulson in early
October, with the vain hope of keeping bad debt-assets from being
liquidated, until they magically revive at some future point.
But Paulson's MLEC has already been rendered "dead before
arrival" by the ongoing forced liquidation of assets of the very
bank investment vehicles he wanted to save. So Li's interview
only shows how disastrous the bankers now consider the dollar
crash and financial crisis to be. [pbg]

Collapsing Dollar Threatens Europe's Exporting Industries

Nov. 9 (LPAC)--Last spring, industrial exporters in
Germany said that once the dollar dropped to 1.40 against the
euro, businesses with clients outside the euro-zone would run
into deficits. Now, as the dollar has dropped to almost 1.50,
there are warnings that this would imply disaster for exports,
and experts are already forecasting a dollar-euro ratio of 1.60
to 1.00, by the end of the year.
A standard argument brought up by many uninformed
politicians, especially in Germany, has been that the industry
was also benefitting from the dollar fall, namely because it made
imports of raw materials cheaper. What politicians have not paid
attention to, is the fact that expenses for raw materials only
make a small portion of the value-added product that comes out of
the industrial process. Therefore, fulfilling a contract signed
months before the actual delivery of the ordered product, turns
into a loss for exporters.
In the case of EADS (European Aircraft and Defense Systems),
continental Europe's leading aerospace conglomerate, this problem
was made public dramatically, yesterday, when the management
announced deep cuts in the budget for the Airbus section of the
firm, to compensate for net losses of 1 billion euros in the
recent period. That corresponds to a drop of the dollar by 10
cents against the euro. The EADS case may also have inspired
remarks made in front of US Congress, yesterday, by French
President Nicolas Sarkozy, who spoke of the weak dollar policy as
an "act of economic warfare against Europe." What Sarkozy did not
say, is that the dollar collapse is steered from London. (rap)

More Housing Crisis Fallout in Sacramento

Nov. 9 (LPAC)--The first bankruptcy by a Sacramento-area
homebuilder was filed today, as Dunmore Homes filed for Chapter
11 bankruptcy protection in a federal court in New York. In
reporting this filing, the {Sacramento Bee} notes that, though it
is the first, it will not be the last, as "dozens of firms
struggle with a downturn in demand and prices for new homes."
The major creditor of Dunmore is JP Morgan Chase, and many of its
larger creditors are local construction firms.
Despite ideological blindness afflicting members of the City
Council of Sacramento -- several of whom responded to the LYM
presentation of the HBPA by saying that the "market" will take
care of the housing crisis -- the City faces a severe, and
widening, budget deficit. Two weeks ago, city finance officials
revealed that they face a shortfall for 2008-09 of as much as $55
million, out of a budget of approximately $960 million. The
Sacramento area is experiencing a galloping increase in
foreclosures, collapse of new home sales, and significant drop in
home values.
Meanwhile, down the street from City Hall, California
legislators have had little response yet to the growing crisis
they must address, of a projected shortfall of more than $10
billion, which could go to $15 billion, or even higher. (hcs)

Japanese Bullet Train for Russian Line

Nov. 9 (EIRNS)--Russia and Japan have agreed to create a
permanent expert group to develop a high-speed railway linking
Moscow and Nizhniy Novgorod using the Japanese "bullet train,"
the Shinkansen technology. Delegations of both nations met in
Tokyo Nov. 7 to hold the Second Russian-Japanese conference on
the planned rail link, Itar Tass and other Russian agencies
reported. Delegates of the Russian Transport Ministry, the Moscow
and Nizhniy Novgorod governments, Russian Railways, the Japanese
Foreign and Transport and Infrastructure Ministries and some 40
leading Japanese corporations were at the conference. The first
conference was held in Moscow and Nizhniy Novgorod in July.
Nizhniy Novgorod Region Gov. Valeriy Shantsev told the
conference that the experts group would consider every aspect of
constructing the project, financial and technical. He said that
the rail line would mark a new starting point in Russia's
economic growth. "Given Russia's span and geographic spaces,
construction of high-speed railways will give grounds to speak
about the integration of regions and increasing mobility of their
population," Itar Tass quoted Shantev. "The Japanese business
community will be able to use the Nizhny Novgorod region's
economic potential in full for implementing joint projects."
Kunio Anzai, chairman of the Russian-Japanese committee for
economic cooperation, said that Japanese industry wants to
increase relations with Russia, including in rail and other
transport, which will contribute to overall economic ties.
Boris Lapidus, senior vice president of Russian Railways,
told the conference that Russia plans to have built over 1,500 km
of high speed rail lines by 2030, with lines connecting Moscow-St
Petersburg, Moscow-Nizhny Novgorod and Smolensk and Krasnoye, on
the Belarus border. First will come the Moscow-St Petersburg
line, he said. "This direction has been chosen for a pilot
project considering the high density of population in that area
and the maximum seat load factor." The lines overall will go
through regions with 18% of Russia's population and 25% of its
economic production. Russian railways will complete an investment
feasibility study for the first line by mid-2008, and eventually
some 20 bullet trains will run daily in both directions, carrying
some 8 million passengers a year. (mmc)

Russian Scientist Defends Noosphere from Al Gore

Nov. 9 (LPAC)--The vice president of Russia's National
Geocryological Foundation, Sergei Golubchikov, criticized the
politicians who "win Nobel prizes" with their "impassioned calls
to fight global warming and shift national economies to
sustainable development" in a commentary published on Novosti
Nov. 8. Golubchikov, an environmental expert, warning against
"panic" about climate change, and raised Vernadsky's concept of
the "noosphere" in considering environmental issues. Golubchikov
wrote that "Anxiety over climate change is carried too far, to my
mind.... Humanity is focusing environmental efforts on the
bogeyman of global warming. Why not shift the emphasis to
protecting the oxygen-producing environment?" Greater
concentrations of CO2 would actually be positive, he wrote,
helping plant life to flourish, while the real problems are
serious polluters like sulfur dioxide and other toxic substances,
which are polluting vital regions of the earth.
"Nothing deserves closer attention from scientists and
political leaders than the ocean, the Arctic and Siberia,"
Golubchikov wrote. "Politicians and experts win Nobel prizes with
impassioned calls to fight global warming and shift national
economies to sustainable development. To be honest, promises of a
radiant noospheric future sound baffling to me, for there are no
objective criteria to the noosphere [the third stage of
environmental development after the geosphere and the
biosphere]. It cannot be measured, weighed or otherwise
evaluated, and there is no way to establish its borders in time
and space. But please don't think I shrug off the doctrine of the
noosphere. On the contrary, I have the utmost respect for it,
just as for those who stood at its cradle--brilliant Russian
scientists Vladimir Vernadsky and Nikita Moiseyev." (mmc)

Weather Channel Founder: Global Warming "Greatest Scam in
History"

Nov. 9 (LPAC)--John Coleman, the founder of the Weather Channel,
wrote in an article posted on the International Climate and
Environmental Change Assessment Project website, "It is the
greatest scam in history. I am amazed, appalled and highly
offended by it. Global Warming; it is a scam. Some dastardly
scientist with environmental and political motives manipulated
long-term scientific data back in the late 1990's to create an
allusion of rapid global warming."
Coleman continues, "However, Global Warming, i.e., Climate
Change, is not environmentalism or politics. It is not a religon.
It is not something you "believe in." It is Science; the science
