Yes, that's right. A Muslim doctor should decide if one can fast or shouldn't fast in which case he should pay a substitute for each day as I explained in the other post.

The 'standard' sunrise/ sunset time differs from one country to another across the world and ultimately, some people fast more hours than others in the same Ramadan. However, those who live in countries with particularly unusually short or long days are supposed to follow certain rules that I'm not familiar with... something like following the times of the nearest Islamic country.. or something like that... sorry, I know this is not very informative answer, but as I always say: although I am a Muslim who always try to live by the Islamic rules, but I am no scholar and I don't know everything about Islam.. so when I need a certain piece of information or when I am in a situation where I don't know the Islamically right thing to do, I refer to a book or ask someone who knows.
