I think part of it is that although Casey is very street-smart and knows how things work in his own environment, he doesn't fully understand how things operate here -- and really, how many of us are totally competent and understand all the nuances when we're out of our element, but not so far out that we realise just how different things are. Casey is surrounded by Irish Americans, he's on the wrong side of the law and is in a very tribal place -- not so unlike Belfast on the surface. -- Cindy's Cottage

Yea, on the surface. Casey remarks earlier that he thought he would fit in just fine at first, but then realized that the morality of the Mafia life was at odds with his own values. Back home he had very clear cut friends and enemies; here the enemies are simply who Hagery says they are, and they may even only be people who are guilty of no more than being in Hagerty's way (such as himself).
