Hi Brandi. I'm glad you've decided to give pageantry a try. It can be very fun, rewarding, and educational. Plus, you can win MONEY!!

Now, about your dress... I've seen blondes do really well in white. It depends more on your skin tone than your hair color. If you are extremely pale with blonde hair, I probably wouldn't do a white dress...that can go from "washed out" to "outright scary" very quickly. If you tan well, white will probably look fabulous on you (the national Sweetheart queen, Bailey Brown, is blonde and she wore a white dress). If you don't tan well, try whatever pastel color works well with your skin tone. At coed, you want to stay with solid color dresses, and pastels usually do better than bright colors, though Elise did win at state in a royal blue dress.
The real key to picking a winning dress is to pick the dress that makes you feel like a princess. I'm sure in trying on clothes, you've had that experience when you put on that one outfit that just made you feel GORGEOUS...that's what you want in your gown. Try on several dresses and you'll know when you find THE ONE.
