Ruffles are attached to the lining under the skirt. It can be what ever color you want it to be, pending the look you are going for. Ruffles are fishlined on one edge and sewn gathered to the lining on the other edge. You can use what ever material you want to use. If it is a glitz pageant dress, ruffles are usually done with organza cut on the bias. Any other type of skirt, I perfer to use a stiffer tulle (petticoat material) for under ruffles, it has more stretch and makes curlier ruffles. 4-6 in. wide usually, don't forget to leave seam allowence.
