someone else needs to make a pattern for cupcake skirt

Hi,

I am an adult, a ballroom dancer,

measurements of

35 (32D bra)
28 waist
37 hip

wearing size 4 jeans/size 12 misses patterns.

I would like to make a cupcake type skirt with the flounces of the skirt hitting me at 30 to 32" from my waist (midcalf) so it would.

I have sewed all my life; sew all of my dress outfits I wear dancing including skirts with wire hems, boned hems, or with horsehair hems.

I am waiting for two skirts from China that I am having difficulty getting (had no problems the first couple I got) so I don't want to get into mypageantkid.com and whatever her issues currently are.

Please someone take the time and write out the instructions!
