I agree on the receiving end of things that women have better overall endurance.

I don't really agree on the giving end of things, though. I don't have any experience with vanilla men but I would guess that vanilla men are probably generally worse about being willing to inflict pain but that vanilla women are probably worse at doing so past that threshold.

But for people actually interested I've seen no real difference between men and women except that men generally have better upper body strength so they can make use of a wider variety of implements with greater ease.

I think the original question presumes unwilling corporal punishment of children/young adults and probably is correct in its assessment.
