Charge dropped against 15-year-old for December killing

The juvenile suspect in the Wednesday night shooting death of a Newbern woman was charged in December for killing a Halls man.

Davonta Duffie, 15, 9580 2nd St., Gates, was arrested at about 10 a.m. Thursday by Lauderdale County deputies in Ripley and lodged in The McDowell Center for Children.

Newbern Police Department investigator Greg Barr said Duffie is charged with first-degree murder, attempted first-degree murder, and aggravated assault.

Duffie was charged with voluntary manslaughter for the shooting death of Donnie Arwood, 21, that occurred on Jones Street in Halls on Dec. 27.

Arwood's father, Steve Arwood, was also shot. The senior Arwood was hospitalized and released for the injury.

Donnie Arwood, an active-duty U.S. Army soldier, was on leave from Fort Bragg, N.C., when the incident happened.

A Tennessee Bureau of Investigation probe found evidence that the shooting was justifiable homicide, said 25th Judicial District Attorney General Michael Dunavant.

Duffie had been in the custody of Youth Villages in Memphis until a court-ordered psychological evaluation on Jan. 10. He spent 30 days at the evaluation before he was released on Feb. 10.

The charge of voluntary manslaughter was dropped on Feb. 18.

Guess what folks, he cant be tried as an adult. Tn law says he has to be 16 to be transferred as an adult. The boy just might be a scapegoat for a gang banger who dont wanna do time. Could be he did do it, time and good police work will tell. God have mercy on him, because a jury wont. As a juvenile he can be locked up until 21, but if he didn't pull the trigger and takes the rap, he will die before this is over to protect the one who did.

Sounds to me like someone dropped the ball back in December. This kid should have been charged with murder back then and this woman and her baby would still be alive today. How many more murders is he going to get away with before the courts put him away for good? The judicial system in this country protects the guilty instead of the innocent.

Every young person under the age of 18 that starts showing up in the juvenile court system should be carried to Northwest Corrections Complex at least once and visit housing unit 16. This is where juveniles who have been convicted as adults in the state of Tennessee are housed. The attend school in this building, eat in this building, sleep in this building, bathe in this building, and have thier visits in this building. They are locked down 23 out of 24 hours a day except those attending classes. They get one hour for shower and recreation. I know, I use to work that unit. Maybe it would open their eyes before they destroy their life or someone elses.

One murder is too many, but probably 2 or 3 murders in his lifetime, and he is only 15? Lock him up for at least 10 years, and then re-evaluate this boy. My guess is he lacks some major values, and he's probably not going to find them in his lifetime. The system should not knowingly let people this harmful to society back on our streets. Everyone makes mistakes, but intentional murder is not a normal mistake kids make in a civilized society.

This leads to me a rant. I pay big tax dollars to support able-bodied unemployed people who choose to stay home day after day and have 5 or 6 children while they live off of my hard-earned tax money. And where are the real "baby daddies?" Where is the traditional family unit? Where is the prayer in schools? This country was founded upon God, but now you have to separate church and state? Not in the USA you shouldn't! These kind of people grow up lacking VALUES because we have gradually taken the values out of society as whole.

I would much rather that my money be used to keep my family as safe as possible from proven thugs. Build more prisons. Make the sentences true sentences. Toughen up on these thugs! Not enough room in prison? So, let them sleep on the floor.

So many kids today grow up in poverty, living off of the working people's taxes, never knowing Daddy, and Mama keeps having more babies and never hits a lick with a stick. They never learn any real problem solving skills; they just go right to the drugs and guns. That fixes everything, right? Where are the days of real fist fights? No. Now days the first to pull the trigger is the big dog in this non-civilized culture.

Parents should be instilling into these kids how important it is to have a strong work and life ethic, and how there is NO easy money in this world. You should be kind to others, and what happened to the golden rule? And there is no substitute for making a hard-earned, well-deserved dollar.

Too many people out there work the system and are truly professionals at it!! They take their food stamps to a grocery store, buy an item with a coupon and get cash back. They walk out of the store with OUR cash money in hand to go buy more drugs, alcohol, or guns (this has actually been happening recently due to a "glitch" in this food stamp system)! What is wrong with this picture?? There is just a huge lack of values out there. It's time for people to take some accountability for themselves and for this mess of a society we have created. Two year turn-around time max, and then you are on your own. I'm sick of supporting all you people while I work 60 hours a week as I go to college full time to improve my personal situation. I can't even afford an ER co-pay with my expensive private insurance I have to buy for myself unless it is a true emergency, but so many of our government-provided health care enrollees fill our ER every night just wanting a pain shot or a pain pill. Give them a $50 or $100 co-pay, and you wouldn't have that nonsense either. It's really quite sickening the monster we, as a country, have created in our own people making them so dependent on others.

yea, ok, i know the straight facts on the shooting in December in Halls. There was never a gun put to this boys head. He was never even spoken to. He had a gun and felt like it would show how bad he was if he pulled it and started shooting. The charges have been dropped in that case. Now, he is involved in another shooting in Newbern. Anyone see a pattern here?

panhead, i did not make it a racist situation, thugs are thugs black or white. Club 51 has been in the paper many times for shootings, stabbings and riots, and this is one of the places that thugs hang out at. He was not put into a situation he did not want to be in, he went willingly to Newbern, I am sure his buddies did not drag him along against his will. He is hanging with the people he wants to hang with and he will suffer the consequences of his decisions, hopefully prison because he obviously has no respect for human life. Sorry I think that way but dangerous people need to be taken off the streets period! Hope the DA's feel the same way.

you people are not getting the whole story you are just getting parts the thing with the boy getting killed in dec. the boy busted up in the house and put a gun to this boy face he had no none thing else to do but kill the boy or he would have been killed.

and this with the girl they dont know for sure that this boy killed he ,why woul he kill this women he dont even know and he did not go down there to fight he was riding with his (so called) friends and they took him down there and he had no choice but to fight and he did not even have the gun and why are these boys the oly one getting in turble what about the boy they were fighting the had guns too any one one of the bullits could have hit that women and she knew what was going on because she was the one out there starting it up .

What a sad situation. This young man killed someone in December and now in February. I don't know the facts in the Halls shooting but what bothers me is he had access to a gun and wasn't afraid to use it not once but twice. He was just released on February 10. This was a terrible situation in which everyone lost and now he faces murder for not one but 2 people, a mother and unborn child.

Sounds to me like, he's hanging with the wrong people. Probably has parents who don't watch out for him, not saying its their fault, just saying life is hard these days and single mothers and fathers have alot to tend with. But 2 murders this should really be investigated more before charges are dropped. Just my opinion. and Confused, " this has nothing to do with Club 51. yep he shot and killed in dec then again this month and not only that he came from chicago and killed up there this is wrong just makes me sick to my stomach for this kid to get off with a slap on the wrist wheres the justice for the families at huh its a crying shame that these punks can get out of anything these days

OK, let me get this straight, he shot and killed Arwood in Dec., spent 30 days at youth villages and then let out. Now he is charged with the murder of this lady. He is only 15 years old, just think what he will be doing when he can drive!! Watch out for this one, the DA's will take him under their wing and get him released, just wait and see. This is the way the judicial system works these days. Bet he hangs out at club 51!!
