myjoy3 Your brother did speak with a dispatcher but he didnt

like the fact he was told to sign a warrant the next day. Cops cant arrest people without a warrant unless they see the crime happen. The cops didnt see anyone get assaulted because everyone ran off. Dont blame the cops, this problem still started with people confronting each other out in a public street. Why didnt they just go back in there homes and this whole tragedy could have been avoided.
